Virginia’s medical cannabis program, administered by the Cannabis Control Authority, is built on practitioner discretion rather than a fixed conditions list. A Kempsville patient books a telehealth visit with a CCA-registered physician, physician assistant, or nurse practitioner. If the practitioner determines the patient’s diagnosed condition may benefit from cannabis, they issue a written certification — valid for up to one year. That certification, along with a valid government-issued ID, is immediately sufficient to purchase at any licensed Virginia dispensary. Registering for the state’s optional patient card is a separate step, useful for some patients but never required to buy.
